What are the rules and regs for ranks? Is it possible to creat an Officer? Are there a special means of gaining rank to become an Officer if not?

Anyone may be promoted to offiver, or make a character who starts as one. Starting as an officer automatically gives you command points equal to an E-4 rank, then adds it up to half the W or O rank equivalent, rounded down. So a Chief Warrant Officer 3, a W-3 rank, would have the command points of an E-4, plus half the command points of an E-3. An O-2 would have and E-4,plus half an E-4, plus half an E-2 rank's command points. While this may seem ufair that Covenant do not have an as advanced system, they actually do have such a system based on their placing in their group. The 2nd Shipmaster in the Grand Fleet of Litigation would have the command points of one and a half shipmasters.

Alright. What are the rank Requirements for commanding a Naval Ship?

You must be a senior airman if in the air force, and a captain if in the navy or marines. Anyone in the O paygrade may also have a ship, as they have passed officer candidacy training. Warrant officers don't have ships yet but often serve as second-in-commands.
